Role Names can be localized to a site by editing them you can change the display name. They cannot be localized per user using resource files because they can be added to any site by an admin user and the user should not have to worry about resource files.

I might add a feature that allows you to config the display name so that during setup it installs the roles with the display name of your choice for the system required roles so that when you install your app it can have names already localized to your chosen language and not have to edit them.

Currently you can edit them after install.
