I have created a custom admin role for user administration.  These users can manage users effectively but cannot see the "Show locked out users" button. 

I have added my custom role to the lists:

• "Roles that can create users"
• "Roles that can manage users"
• "Roles that can lookup users" 

(under Administration/Site Settings/Security/Permissions).

However the users in this role still cannot see the "Show locked out users" button.

What am I missing?

Thanks for this. Perhaps the following issue is/was related?

The main administrator can search by email address (or user id) in the member list.

My custom admins described above get no results returned; their query appears to be limited to user id only.
