There's a glitch with the permissions for use of the Alternate File Manager. With a role assigned to "Roles that can browse and upload files" and "Roles that can delete file using the file browser in the editor." A user in that role will get an access denied error when trying to access the Alternate File Manager. I was able to replicate this on the demo website.
I replicated this on a 2.3.7.5 MySql install of mine but also found another issue that appears to only be in the MySql version. With the same role configuration as mentioned above, clicking the "File Manager" link in the admin toolbar will result in the standard mojo error message and the following is logged:
