Hi Joe, I had a user ask why on one of our subsites, she didn't have the "Create Draft" button in her HTML features. I realized that I had to turn on Content Workflow for that site and all of our others, and I then realized it would be useful to have another key available to us to set in user.config: "EnforceContentWorkflowGlobally". This should operate the same way that "EnforceContentVersioningGlobally" does.
