Actually, we once had the target attribute as a dropdown for the link, however this is not xhtml compliant so it was removed.
I will re-implement this soon using javascript since people still seem to want to open new windows, but I won't make it the default because its actually not considered good etiquette to open new windows all the time. In theory this should be under the user's control and new windows should not be forced upon them. If they want a new window they can right click the link and open it in a new window or new tab.
