I have had a couple people mention that they would like to have different people responsible for preparing different newsletters. For instance:

A company has two newsletters; Sales and Technical. So in the Newsletter settings, they would have an option to grant specific roles permission to prepare the newsletter and other roles permission to send the newsletter. The Sales newsletter would be setup to allow those in the "Sales" role to prepare a newsletter and the "Sales Managers" role could send it. Same goes for the Technical newsletter.

I know we can currently assign users to the "Newsletter Administrators" role but this role gives everyone in it permission to create and send all newsletters, kind of an 'all or nothing' approach.
