I don't know of anyone who has a SCORM feature for mojoPortal, but you might look at the DotNetScorm project.

I've been developing eLearning environments for over 10 years. What I've found is that most of the time, so far it's actually been every time, all SCORM adds is unnecessary, expensive, complex overhead that adds zero value. The only time I recommend implementing SCORM is if there are courses used from an external vendor and there are better ways to transmit info securely with a vendor than SCORM. If most/all courses are developed internally then a CMS like mojoPortal offers a lot more flexibility for authoring, tracking, and view/edit permissions than any SCORM solution out there.
