Feature Setting Configuration Not being run during Install

I have 3 different custom modules. In 2 of them the feature settings config file gets run during installation, in the third.. it doesn't. The sql scripts are run for the third feature but the feature settings configuration file is not used during install to configure the feature. I have looked to check that the file has been copied down to mojoPortal and it has, it's just not running. I checked to make sure that the feature settings are valid xml and everything seems correct.

Any ideas?
