Need help installing jQuery toolkit

Need help installing jQuery toolkit

I've created my own custom module and have installed it inside mojoPortal. Everything is working great. I was then asked to add some balloon help features, so I thought that I'd add the jQuery Toolkit loacated here:

I modified the layout.master file to download the toolkit, and I added a couple of tags to my page ( one is the 'trigger', and the other is the div for the tooltip), but it doesn't work. Firebug reports the error '$("#PopUp_1").tooltip is not a function'

Any idea?
