In the web.config you will see this:

<globalization
            culture="auto:en-US"
            uiCulture="auto:en"
            requestEncoding="utf-8"
            responseEncoding="utf-8"
            fileEncoding="iso-8859-15" />

I think if you change it to be like this:

<globalization
    culture="fa-IR"
    uiCulture="fa"
    requestEncoding="utf-8"
    responseEncoding="utf-8"
    fileEncoding="iso-8859-15" />

it will force it to always use fa

or you could do this:

<globalization
    culture="auto:fa-IR"
    uiCulture="auto:fa"
    requestEncoding="utf-8"
    responseEncoding="utf-8"
    fileEncoding="iso-8859-15" />

which will make it try to use the language specified in the browser settings but it will fall back to fa if the user's chosen language is not available.

You should make sure there are no missing keys in your Resource.fa.resx file or it will throw an exception on a page that tries to use a missing key.

I think you are missing the key for "HomePageLink" in your resource file. Add a key for this and the error should go away.
