We have defined two folder based sites, a folder nl for dutch and a folder fr for french.

We would like to share files between the two sites and the skin too. Should we move the skin to the /skins folder instead of /sites/1/skins?

What about the content files such as images we want to share? Of course not all files can be shared as we have pdf's that are in dutch and some in french. We want to block users editing french content to link to dutch files.

Last but not least,

We can make a page in the master site that allows the user to choose his language but we (the customer) does not want that. When he comes to the main page, he should automagically be redirected to one of the subfolder sites, based on the language of the browser. How would we do that?
