I'm not 100% sure but I think that when a member is logged in that user is being counted as both a visitor and a member and then gets totaled as 2 users.
2.3.1.9 MSSQL
I just did an iisreset and then refreshed my active users page and it showed 1 visitor and 1 member 2 total.
I fixed this on my machine so it will be fixed in the next release. However it only was an issue if only 1 person was on the site it does not double count in general.
