There are already a lot of image editing programs available that can do this, even for free, with various degrees of difficulty involved. Paint.NET and GIMP come to mind as two examples, and of course Photoshop for those who have it.

These programs give users far more control over their photographs than what we could reasonably build into mojoPortal, so my suggestion would be that it's better to use software intended for image editing to do this.
