How do you update TinyMCE?

Does anyone know how to update TinyMCE? It seems the target is not remembered when you create or edit a URL in 419, so I am hoping updating to the latest 427 version will fix that.

It certainly did help Crispin! Thank you very much!

This is what I ended up setting the ExtendedValidElements attribute to:
ExtendedValidElements="iframe[src|width|height|style|name|title|align|scrolling|frameborder|allowtransparency],meta[itemprop|content],
                                         link[itemprop|href|class|onclick],a[itemprop|href|class|onclick|target|title]"
