limit Blog and Forum title to max length

there is a way to limit title to max char also in forum ?

for the blog is

<add key="Blog:PostTitleMaxLength" value="255"/>

 

this is also for forum ?

<add key="Forum:PostTitleMaxLength" value="255"/>
