I apologize in advance for asking if I missed it in the licensing agreement. But my eyes glaze over and I fall into a deep stupor when reading legal mumbo jumbo.
I am using arvixe to host my public facing site but do my dev on two local machines. How may licenses of form wizard do I need to buy to be legal?

For shared hosting such as Arvixe you would need a Single Installation license for each installation on their servers. You are also allowed to use the same license for your local testing or development environments.
