Autonomy of administrator

It would be great if Administrator has some autonomy (without access to hosting):

  1. download backup of the site;
  2. download backup of the base;
  3. upload and restore base;
  4. periodical creation backup of the base;
  5. acess to root, if he need create confirm file (like google4k5jh6hnb6lolk3kj3.html that confirm google webmaster tools).

These functions can be useful if the administrator and webmaster are different people.
