It doesn't seem possible to make a Content Administrator able to view the Member List without also putting them into another role.
This role (like the Admin role) does not appear on "Roles that can view the member list page", presumably because it and Administrator are always supposed to get this permission?
However, I find that a user who is in this role does not get the Member List link in topnav, or on AdminMenu.aspx.
We can easily can get around this by putting the user into another role and give that role the permissions, but it seems as though this Content Administrator role is in effect hard-coded as not being able to see the member list, which feels odd.

Thanks for the bug report. It is a bug that Content Administrators role is filtered out of the list for Roles That Can View Membership.
This is now fixed in the source code repository so it will be fixed in the next release.
