The main menu and page hierarchy is defined by creating cms pages. However to link to arbitrary things from the menu you can put a fully qualified url for the page url in page settings as discussed in the article Linking to External or Existing Pages. However highlighting of the active page and/or parent pages in the menu only works well with actual cms pages not ones that link elsewhere.
