No, we don't have a feature for that. People often make other language sites using multiple sites based on folders but they have to manually create links in the layout.master to link to those other sites. We don't have any way of automating that or knowing what the url will be for their other sites nor what languages they support so you have to set that up yourself according to your own needs and your own urls/sites.
