Caused by many content author and content administrators, it is neccessary that an admin receives a mail, if someone is changing content or settings - but without activating the publishing / versioning.
Is this possible by any way?

Content Workflow is currently the only method to do this. It only works with HTML content instances, and it will only email if someone requests approval of draft mode content, not if they just update it directly without creating a draft.
