You can disable setup and suppress all information on this page by setting DisableSetup=true in Web.config. When you need to upgrade, you can set this back to false. If you are logged in as Administrator setup will run and you will be able to see this page even if it is disabled in Web.config so you can easily leave it disabled and just login before upgrading. But if you are not logged in you will need to enable setup in Web.config.
Just sites there after last script says to run...what do I do next? Does it eventually change? Is it stuck?
If you are using the latest release (version 2.3.6.7), it seems the final script is missing on disk. I would upload the /Setup folder again and visit the /Setup/Default.aspx page again.

Thank you, its working now.
I moved the site from a web host to my home server and it was 3.5 version, downloaded the 4.0 version and drag/dropped it in...but seems for whatever reason it just didnt overwrite alot of the files.
Took 3.5 files back out, put 4.0 files in, placed in a copy of the old sites db, then just drag/dropped the data/site and skin files from 3.5 and it worked fine.
