File Sharing

I need to have the following functionality (does the File Sharing allow this?):

The user can upload files (to a set limit, preferably just one file per user)

The user in this role can only view or replace their own file(s).

The users in a higher role (admin or other specified) can view all uploaded files.

Is this possible/ how?
