Newbee - Adding Logo Questions

OK I have searched for 3 hours now and I think I have followed all the instructions, but I still can't add a logo on my site.

New install running on Webmatrix

I have done this - http://www.mojoportal.com/whereisthesitelogo.aspx

And this in user.config

<add key="CacheCssOnServer" value="false" />
<add key="CacheCssInBrowser" value="false" />

 

Still nothing showing up under Admin --> Site Settings --> General

What am I missing ??
