Is there a way to prevent anonymous users, to add comments on a Page, but let them view them using IntenseDebate?

I'm not sure, if it is possible it will be a setting in your IntenseDebate account, it is not controlled by mojoPortal. I would look around in the settings in your IntenseDebate account.
