Registration with Open ID

Hi Joe:

Firstly ! Great work! This site is incredible.

I have a site where I require administrators to approve before the user can log in. However when I use Open ID I notice that the user is automatically approved.  I need the user account to be locked until the administrator approves it. Can you provide me with a starting point for this (where should I change this)
