I think you are not telling us all the information.

Are you using my pre-compiled deployment packages or are you making your own build from source code and then trying to use the Visual Studio publish feature?

ok, and this is a single site installation not a multi site installation?

Please check in the mp_Sites table and make sure the field IsServerAdmin is true or 1. 

If it was false or 0 change it to true/1 then recycle the app pool then visit the setup page again.

if there is more than 1 row in mp_Sites then it is a multi site installation, you must have created a second site at some point.

Did you visit the setup page again after recycling?

When I login to your site I see it is not the latest version, it is version 2.3.1.6

either it is a custom build or there are files missing for some features.

I recommend download the mojoportal-2-3-1-7-mssql-deploymentfiles.zip from Codeplex or the 2.3.1.9 preview release mentioned here, and upgrade the site, making sure all the files are uploaded. Backup your Web.config and make sure you use the new Web.config and restore any customizations.

Also after upgrading its a good idea to copy the files from /Data/skins into /Data/Sites/1/skins because I have made most of the skins wider.
