I Think by moving the NewsLetters feature in a separated module is a nice thing. For example sometime site owners want to assign a role to manage newsletters that not in administrator roles. I suggest following facilities for it in a quick review:

1-Applying felexible role base security to it.

2-We can provide newsletters that needs subscrib fee by integrating with payments gateways.

3- Show some preview image and some note or article about newslwtters.

4-Add a text box for email subscription without user registration.

5- Showing list of  newsletters to users that select  wished newsletters.
