There is a role named "Newsletter Administrators", you can add users to this role and they should be able to manage the newsletters by going to http://yoursiteroot/eletter/Admin.aspx

Thank you very much for the prompt reply, but unfortunately the problem is another:
I use the role "Newsletter Administrators" to manage the newsletters, but it hasn't enabled the button "send to subscribers".
At the moment I can only send to subscribers from the "Administrators" role.
Can I send emails from a role that hasn't Administrators rights?
