La solucion fue agregar al Page Load "Page.EnableViewState = true" quedando asi:

        protected void Page_Load(object sender, EventArgs e)
        {
            LoadSettings();
            PopulateLabels();
            PopulateControls();
            Page.EnableViewState = true;
        }

Joe lo explica en otro hilo pero es asi de simple, una solucion algo marrana pero funciona.
